A MESSAGE FROM NCOSS CEO

Last week the NSW Government delivered its delayed budget against the backdrop of the COVID-19 pandemic and recession.

Given the need to spend big to get our economy working and ensure vulnerable communities are adequately supported, we wanted to see major investments that deliver both economic stimulus and a strengthened safety net.

There were some positives. Additional tutoring for students to counteract the negative educational impacts of the pandemic; wellbeing nurses in high schools so young people get improved access to mental health support; and a social services transformation fund to support small to medium sized NGOs modernise operations and develop capability. There was also commitment to continued funding of essential programs that had otherwise faced uncertainty.

But what was missing was substantial investment in new social housing to address rising homelessness, deliver jobs and support small to medium businesses across the state.

There is $812 million to deliver 1200 new properties and upgrade existing properties. Obviously, this is welcomed and a great start. But it’s not clear how much is additional and how much is replacement stock. And it will hardly make a dent in the existing social housing waiting list, let alone address the massive increase in housing stress and homelessness that many areas in NSW will likely experience all too soon.

In the main, the budget for our sector has focused on business as usual. When we anticipate that a wave of disadvantage will wash over our state once JobKeeper and JobSeeker subside, BAU will not cut it.

So our Post- Budget event this Thursday, 26 November is an important opportunity to highlight to our political leaders how we can build on recent announcements to target further investment and collaborate so our recovery is equitable and inclusive. Our focus is now on the 2021/22 budget next May and the opportunity to urgently progress social as well as economic priorities.

On a lighter note, our AGM the following day (27 November) will include a humorous look at the year that was, with MC Julian Morrow leading proceedings. There will be a panel of diverse sector folk sharing their views, a quiz for everyone to participate in and exciting prizes! After the year that has been 2020, we all deserve some entertainment. Productivity Commission's Final Report on Mental Health Released

Last week the Final Report for the Productivity Commission inquiry into Mental Health was released. It contains wide-ranging findings, actions and recommendations, including reducing the ‘missing middle’ gap of mental healthcare services needed by people with moderate to high needs. Priority reforms include providing a formal coordination service to link up care services for people with severe and complex mental illness, increasing funding for non-hospital mental healthcare services, and expanding access to local supports and services in the community.

NCOSS Customer Satisfaction Survey Toolkit
Online Pilot Sessions for CALD Workers

NCOSS has recently released a Customer Satisfaction Survey Toolkit, produced in partnership with Survey Matters, and funded by Community Sector Banking 2019 Social Investment Grants Program. The toolkit consists of a suite of videos and resources that take you through aspects of designing and implementing Client Satisfaction Research. NCOSS is using the toolkit to hold online learning sessions (9 & 15 December 2020) for CALD workers who are looking to use the resources for a more diverse audience. The sessions are FREE, but participants must register and commit to attend. A few spots are available to date.

Three Weeks Left to Tell the Government You Support
Gambling Harm Minimisation Reforms

Only three weeks left to make a submission to the Department of Liquor and Gaming on the Gaming Machines Amendment (Gambling Harm Minimisation) Bill 2020 (‘the Bill’). The Bill imposes tougher penalties on pubs and clubs for failing to enforce self-exclusion orders.

A strong community sector voice will help get these reforms over the line and a step closer to a genuine culture of responsible gambling in NSW. To assist you in making a substantive submission, NCOSS and the Alliance for Gambling (AFG) have developed a detailed briefing note. The AFG are happy to further assist organisations with their submissions and can be contacted at [email protected]. The AFG have also produced a short guide to the reforms and a submission template. If you use the template submission, please be sure to include a case study that illustrates the impact of gambling on your clients, or a paragraph on why you support the reforms.

Urgent Action Needed to Stop the Wind Back of Responsible Lending Laws to Save Safe Lending

Urgent action is needed to stop the Federal Government’s proposal to wind back responsible lending laws. Winding back responsible lending laws directly contradicts the recommendations of the Royal Commission into Banking. When people are given loans they cannot afford, they fall into a debt spiral and end up in financial hardship.

Call your MP or Senator and tell them just how important these safe guards are to your community.

USYD Aboriginal Workforce Research Project: Part of a state-wide project on the retention of the Health, Ageing and Disability workforce in NSW, the University of Sydney is conducting two surveys to determine factors that influence Aboriginal workers to either stay in their crucial roles and/or leave their roles within the sector. USYD is asking Aboriginal employees to complete the first survey and employers of Aboriginal workers to complete the second survey by 19 December 2020.

Mission Australia have released their Youth Survey 2020 report: The report has revealed that young Australians aged between 15 to 19 years old have significant concerns relating to equity and discrimination, COVID-19, mental health, education and employment. With 25,800 young people surveyed between April and August this year, this landmark report provides invaluable evidence collected during the COVID-19 pandemic about young people’s most pressing concerns. Positive Life NSW services: Positive Life NSW works to promote a positive image of people living with and affected by HIV with the aim of eliminating prejudice, isolation, stigma and discrimination. They provide information, targeted referrals and advocate to change systems and practices that discriminate against people living with HIV (PLHIV), their partners, friends, family and carers in NSW.
